COURT:   Kwan Chuen-hon William, you have pleaded guilty to one charge of trafficking in a dangerous drug at the Magistrates’ Court and you have been committed to this court for sentence today.

The quantity of drugs involved is 998.95 grammes of a powder containing 863.03 grammes of ketamine. For that quantity of drugs, I adopt a starting point of 13 years, enhance it by 1 year to take into account of the fact that these drugs have been brought into Hong Kong from across the border.

I have given careful consideration to everything urged on your behalf by your counsel. The only real mitigation available to you is your early plea of guilty for which I will give you the full one-third discount.

I therefore sentence you to 9 years and 4 months’ imprisonment.
