1. The Merchant Shipping (Recruitment of Seamen) Ordinance (hereinafter referred to as “the Ordinance”) was enacted in 1966. Its purpose is to regulate the recruitment of seamen for service in foreign-going ships. The Seamen’s Recruiting Authority (referred to throughout the Ordinance as “the Authority”) is the Director of Marine. A register of the names of seamen who desire to serve in foreign-going ships is kept by the Superintendent of the Seamen’s Recruiting Office: and it is clear from the
