1. This is an application under section 22(1)(b) of the Hong Kong Court of Final Appeal Ordinance (Cap. 484) for leave to appeal to the Court of Final Appeal. The Court of Appeal had dismissed the Applicant's appeal from the refusal of Yeung J to grant the Applicant leave to apply for judicial review of two decisions of the Commissioner of Police.
