COURT: Tsang Koon-lap, you stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the Magistrates’ Court and you have been committed to the High Court for sentence.

The quantity of drugs involved is 1.47 kilogrammes of a powder containing 1.13 kilogrammes of ketamine. These drugs were imported into Hong Kong from across the border, and therefore call for enhancement.

Your counsel has asked me to select a starting point of 15 years and 8 months’ imprisonment including enhancement. All things considered, I consider that to be appropriate, and I do adopt that starting point of 15 years and 8 months’ imprisonment.

I have taken into account everything urged in mitigation on your behalf. There is really no other real mitigation apart from your early plea of guilty, for which I shall give you the full discount asked for by your counsel, thereby reducing the starting point to one of 10 years and 5 months’ imprisonment.

You are therefore sentenced to 10 years and 5 months’ imprisonment.
