COURT: Accused, I have taken into account everything urged on your behalf.

You stand convicted on your own plea of guilty of one charge of trafficking in a dangerous drug. The quantity of drugs involved is 1,035.14 grammes of a mixture containing 300.75 grammes of heroin hydrochloride.

These drugs were imported into Hong Kong, so it calls for an enhancement.

All things considered, I adopt a starting point of 13½ years’ imprisonment and enhance it by 1 year, making a total of 14½ years’ imprisonment.

Having taken into account everything urged in mitigation on your behalf, I shall give you a discount of slightly more than one-third, reducing the starting point to one of 9½ years’ imprisonment.

You are therefore sentenced to 9½ years’ imprisonment.
