COURT: Accused, you stand convicted of one charge of trafficking in a dangerous drug.
You have pleaded guilty at the Magistrates’ Court and you have been committed to this court for sentence.
The quantity of drugs involved is 1.15 kilogrammes of a mixture containing 0.6 kilogramme of heroin hydrochloride and 0.18 kilogramme of 6-monoacetylmorphine hydrochloride.
These drugs were imported into Hong Kong, which calls for enhancement.
All things considered, I adopt a starting point of 20½ years’ imprisonment and enhance it by 1 year, making a total of 21½ years.
I have taken into account everything that has been urged in mitigation on your behalf. All things considered, I shall give you the full one-third discount, thereby reducing the starting point to one of 14 years and 4 months’ imprisonment.
You will therefore go to prison for 14 years and 4 months.
