COURT: The accused, I have taken into account everything that has been urged by your counsel on your behalf.
You stand convicted of one charge of trafficking in dangerous drugs. You have pleaded guilty at the Magistrates’ Court and have been committed to this court to be sentenced.
The quantity of drugs involved are 1.24 kilogrammes of a mixture containing 0.73 kilogramme of heroin hydrochloride and 0.13 kilogramme of 6-monoacetylmorphine hydrochloride.
These drugs were imported into Hong Kong.
All things considered, I adopt a starting point of 21½ years’ imprisonment and enhance it by 1 year, making a total of 22½ years’ imprisonment.
Having taken into account everything urged in mitigation on your behalf, including your early plea of guilty, I shall give you the full one-third discount, thereby reducing the starting point to one of 15 years’ imprisonment.
You are therefore sentenced to 15 years’ imprisonment.
