COURT: The accused, I have taken into account everything urged in mitigation on your behalf.
You stand convicted of one charge of trafficking in dangerous drugs. You have pleaded guilty at the Magistrates’ Court and you have been committed to the High Court for sentence today.
The quantity of drugs involved are 0.5 kilogramme of a mixture containing 0.23 kilogramme of heroin hydrochloride and 0.04 kilogramme of 6-monoacetylmorphine hydrochloride.
For that quantity of drugs, I take a starting point of 13 years. These drugs were imported into Hong Kong, which calls for enhancement, and I enhance your sentence by 1 year, making a total of 14 years’ starting point.
Having taken into account everything urged in mitigation on your behalf, including your early plea of guilty and also your family circumstances, I am prepared to give you a discount of slightly more than one-third, reducing the starting point to one of 9 years’ imprisonment.
You will therefore go to prison for 9 years.
