of the Sentence in the above Case

---------------------------------

COURT: I know your counsel will have explained to you that we follow guidelines in cases like this in Hong Kong, and the guideline for your drug trafficking attracts a starting point of between 20 and 23 years, because it was the case that you came from Brazil, landed at our airport here, having swallowed 32 packets of liquid cocaine, and the weight of the cocaine in the liquid was 0.83 of a kilogram.

I have listened to the submissions made by your counsel, and I accede to them, because they were reasonably made and they coincided with the view that I had formed of the case, and I have followed, at his invitation, the guidelines in the case called Abdallah.

Accordingly, I shall start in this way, by taking an initial sentence of 20 years after trial. I shall add 1 year for the international element, and I shall discount that by one‑third for your plea of guilty.

The sentence is thus one of 14 years’ imprisonment.
