1. This is an appeal from a judgment of Hartmann J given on 7 January 2002. The judge was considering an application for judicial review. The order sought was an order for certiorari to quash an order of the Chief Executive made pursuant to section 13(1) of the Fugitive Offenders Ordinance, Cap. 503, whereby the Chief Executive declared that the applicant, Cheng Chui Ping, be surrendered to the United States in respect of a number of offences which are set out in the order.
