COURT: Accused, I have taken everything that has been urged in mitigation on your behalf into account. The quantity of drugs involved in this case is 1.24 kilogrammes of a mixture containing 0.71 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong and therefore calls for enhancement.

All things considered, and taking into account everything that has been urged in mitigation on your behalf, I adopt a starting point of 20 years’ imprisonment, enhance it by one year making a total of 21 years’ imprisonment as a starting point.

Having taken into account everything urged in mitigation on your behalf, I shall give you the full one-third discount for your guilty plea, thereby reducing the sentence to one of 14 years’ imprisonment. I therefore sentence you to 14 years’ imprisonment.
