COURT: On 13 March of this year, the 21-year-old defendant was observed, by a team of Customs & Excise officers on operational duties, entering a toilet in Mongkok, carrying a paper bag. He was intercepted inside the toilet and the paper bag was found to contain eight plastic packets themselves containing, in total, 2.47 kilogrammes of ketamine. The defendant admitted the drugs were his.
On 9 August of this year, he pleaded guilty to the offence of trafficking in those drugs before a magistrate at Eastern Court and has now been committed to this court for sentence.
Given the quantity and nature of the drugs, I take a starting point of sentence of 18 years’ imprisonment. The only mitigation of substance available to the defendant is his plea of guilty. Allowing for that plea, his sentence is reduced to one of 12 years’ imprisonment.
