COURT: Wong Wan-chung, I have taken into account everything that has been urged in mitigation on your behalf. You stand convicted on your own pleas of guilty of two counts of trafficking in dangerous drugs.
The drug involved in the 1st count is 0.24 kilogramme of a solid containing 0.20 kilogramme of ketamine. The drug involved in the 2nd count is of the same quantity and of the same type, namely 0.24 kilogramme of a solid containing 0.20 kilogramme of ketamine.
In my view, the appropriate starting point would be in the region of 7½ years’ imprisonment for each count.
I have considered everything urged in mitigation on your behalf, particularly your pleas of guilty. I think that a discount reducing the sentence to one of 5 years’ imprisonment under each count to be appropriate.
In all the circumstances, bearing in mind the principle of totality and the total amount of drugs involved and being as lenient as I can, I consider an overall sentence of 6½ years’ imprisonment to be appropriate.
To achieve that overall, I sentence you to 5 years’ imprisonment under Count 1 and 5 years’ imprisonment under Count 2 and I order that 1½ years out of the 5 years’ imprisonment under Count 2 to be served consecutively with the 5 years’ imprisonment under Count 1.
You will therefore go to prison for a total of 6½ years.
