COURT: Accused, you stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the Magistrates’ Court and you have been committed to the High Court for sentence. I have taken into account everything that has been urged in mitigation on your behalf. The quantity of drugs involved is 0.98 kilogramme of a mixture containing 0.70 kilogramme of heroin hydrochloride.
These drugs were imported into Hong Kong and therefore call for enhancement. All things considered, and being as lenient as I can, I adopt a starting point of 20 years, enhance it by one year, making a total of 21 years.
Having taken into account everything that has been urged on your behalf, including your plea of guilty and your family circumstances, I shall give you the full one-third discount, thereby reducing the starting point to one of 14 years’ imprisonment.
You are therefore sentenced to 14 years’ imprisonment.
