COURT: The accused, you stand convicted on your own plea of guilty of one charge of trafficking in a dangerous drug. I have taken into account everything urged in mitigation on your behalf.

The drugs involved are 0.95 kilogramme of a powder containing 0.74 kilogramme of ketamine. These drugs were imported into Hong Kong and therefore call for an enhancement.

In my view, the appropriate starting point would be in the region of 12½ years’ imprisonment, together with 1 year for enhancement, totalling 13½ years’ imprisonment.

I have considered everything urged in mitigation on your behalf, including your early plea of guilty and also your co-operation with the police by taking part in a controlled delivery, even though that controlled delivery operation had failed to produce any result.

In all the circumstances, I am prepared to give you a discount of more than one-third and sentence you to 8 years’ imprisonment.

You are therefore sentenced to 8 years’ imprisonment.
