COURT: I have taken into account everything urged on your behalf. You stand convicted of one charge of trafficking in a dangerous drug, you having pleaded guilty at the Magistrates’ Court and having been committed to this court for sentence today.

The quantity of drugs involved in this case is 0.92 kilogramme of a mixture containing 0.51 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong and therefore calls for enhancement.

Having taken into account everything urged on your behalf, I am prepared to be as lenient as possible in selecting the starting point and I adopt a starting point of 18 years including the enhancement. Having taken into account everything that has been urged on your behalf, including your plea of guilty, I shall give you the full one-third discount, thereby reducing the sentence to one of 12 years’ imprisonment.

You are therefore sentenced to 12 years’ imprisonment.
