This is an appeal by the applicant against the decision of Yau J (“the Judge”) set out in the Form CALL-1 dated 13 March 2019, by which the Judge refused his application for leave to apply for judicial review ( [2019] HKCFI 648 ) (“the Leave Decision”). By a subsequent decision on 23 February 2021, the Judge refused to grant extension of time to the applicant to appeal against the Leave Decision ( [2021] HKCFI 395 ).
