This is an application by Mr Siebel Harold Marlin (“Applicant”) for leave to apply for judicial review of the decision of the Torture Claims Appeal Board (“Board”) dated 24 June 2019 (“Board’s Decision”) when the Board affirmed the decision of the Director of Immigration (“Director”) dated 18 July 2018 (“DOI Decision”) in refusing the Applicant’s claim for non-refoulement protection (“NRC”).
