By way of Form 86 dated and filed on 18 May 2020, the applicant applied for leave to apply for judicial review (“the Leave Application”) in respect of the “Appeal decision of Torture claim Immigration Dept Decision on U.S.M. claim 03-05-2020”. There was in fact no such decision made by the Torture Claims Appeal Board (“the Board”) or the Director of Immigration (“the Director”) on 3 May 2020.
