1. The Correctional Services Department (“ the CSD ”), which operates penal institutions, is an essential disciplined service. The appellants are officers or former officers of the CSD. The issue in this appeal is whether, apart from a special allowance, they are contractually entitled to recompense for the performance of what is known as “overnight on call duty” or simply as “overnight on call”.
