1. The applicant served the Hong Kong Government in various positions between 1967 and 2005. He was appointed Chief Secretary for Administration from 1 May 2001 to 10 March 2005 when, following the resignation of Mr Tung Chee-hwa as Chief Executive of the Hong Kong Special Administrative Region (“the HKSAR”) on 10 March 2005, he assumed the duties of Acting Chief Executive.
