1. I unhesitatingly agree with Mr Justice Chan PJ that the certified question of law before the Court should be answered in the negative and that this appeal must therefore be dismissed. So important is the principle of statutory interpretation involved, however, that I nevertheless venture respectfully to contribute a few words of my own.
