2. 申請人在1993 年加入警隊成為警員，現年30 歲，未婚。申請人在1994 年3 月至2001 年8 月期間，分別向23 家財政機構貸款，金額由8,000 元至165,000 元不等。2001 年10 月9 日他向上司報告其負債情況。當時他共欠款839,763 元，每月須還款不少於41,702 元，是他月薪(21,475 元)的兩倍。
