By way of Form 86 dated and filed on 12 November 2019, the applicant applied for leave to apply for judicial review (“the Leave Application”) in respect of the decision made by Ms Susan Marie Pinto dated 5 November 2019. The said decision was in fact made by Ms Pinto in her capacity as a member of the Torture Claims Appeal Board (“the Board”).
