1. 本案申請人李錦榮於1976年加入警隊服務，但於1995年8月因紀律處分被革職。在2009年11月5日，申請人依據終審法院在 林少寶對警務處處長 [2009] 4 HKLRD 575的判決，提出司法覆核之申請，要求法庭頒令基於他在紀律聆訊中不能聘用律師辯護，有關聆訊違反《香港人權法》第10條賦予他的權利，撤銷警務處處長將他革職的判決。
