1. The Applicant is a Pakistan national. He is a torture claimant who came to Hong Kong in November 2009. His claim under the United Nations Convention against Torture [“CAT”] was rejected by the Director of Immigration on 7 June 2010. He further petitioned to the Chief Executive.
