The Secretary for Justice applied, with the leave of Cheung CJHC granted on 31 October 2014, to review the sentences imposed on the respondents on 9 October 2014 following their conviction after trial by Deputy Judge Lugar-Mawson and a jury on 8 October 2014. The 1 st and 2 nd respondents (the 1 st and 2 nd defendants) were each convicted on Count 1 on the indictment, namely of conspiracy to defraud between 1 January 2008 and 14 May 2010, contrary to Common Law and punishable under section 15
