1. The applicant joined the Police Force as a constable in 1988. In 1996, he was promoted to the rank of sergeant. In 2003, however, the applicant’s career was brought to an end when he was informed that the Secretary for the Civil Service, acting under delegated power, had directed that he be retired in the public interest. The applicant’s retirement was directed pursuant to s.12 of the Public Service (Administration) Order.
