1. Corruption is an evil which cannot be tolerated. For the purpose of combating corruption, special powers of investigation have been conferred by statute on the Independent Commission Against Corruption (“ the ICAC ”). These powers are necessary as crimes of corruption are inherently difficult to investigate and prove.
