In June 2011 the Hong Kong Customs and Excise Department (“C&E”) and its PRC counterpart in the Pearl River Delta, the Huangpu Customs of the PRC embarked on a joint investigation of the cross‑border smuggling of goods from Hong Kong to the Mainland via the Pearl River.
