We are in these appeals concerned with s 23 of the Telecommunications Ordinance Cap. 106 (“the Ordinance”), which is a provision setting out various offences in connection with telecommunications that exist in contravention of other provisions of the Ordinance (I shall, for convenience, refer to this as an “unlawful telecommunications system”).
