1. I refuse to grant leave to apply for judicial review in these proceedings. Except the challenge based on Article 47 of the Basic Law (which I shall deal with in the latter part of this judgment), the grounds raised for challenging the return of the Putative Respondent as duly elected Chief Executive in March 2012 in the intended judicial review are the same as the grounds raised in the Election Petition lodged in HCAL 85 of 2012.
