This is an appeal by the appellant (“the prosecution”) against the costs orders made by Acting Principal Magistrate Madam Bina Chainrai (as she then was) (“the PM”) in favour of the 19 respondents herein when the prosecution withdrew the summonses against them on 14 January 2013 (R82 to R97) and on 18 February 2013 (R141 to R143), pursuant to section 19 of the Costs in Criminal Cases Ordinance, Cap 492.
