1. 2008年9月28日，申請人（阮鎰鴻）在其居所，即葵涌石梨邨石慶樓地下被警員截查，警員在申請人的褲袋內搜出兩袋氯胺酮粉末，共重27.15克，內含22.88克氯胺酮。申請人聲稱他是用了1,400元購得上述毒品，目的是用來醫治胃痛。
