1. In February 1999, the Director of Immigration made removal orders under sec 19(1)(b) of the Immigration Ordinance against the 17 respondents. They applied to challenge the removal orders by judicial review and habeas corpus. That challenge failed before Yeung J, [1999] 2 HKLRD 58, but succeeded before the Court of Appeal [1999] 2 HKLRD 516 (Chief Judge, Nazareth and Mortimer VPP). The Director appeals to the Court.
