1. 申請人是葵涌麗瑤邨榮瑤樓一單位的租客 (「 涉案單位 」)。因申請人自2023年11月起欠租，香港房屋委員會 (「 房委會 」) 於2024年1月31日向申請人發出遷出通知書 (「 該遷出通知書 」)，要求申請人於2024年2月29日或之前遷出並交還涉案單位。申請人不服，就該遷出通知書向上訴委員會 (房屋) (「 上訴委員會 」) 提出上訴，但被上訴委員會駁回。
